(1) Vendor needs to provide pre–design, development, and implementation services to the government authority located in Montana.– Collateral review – review existing system documentation, past assessments, and relevant artifacts– Gap analysis, cost–benefit analysis, and feasibility study – assess current system gaps, identify viable solutions, and analyze costs/benefits– Business requirements document & business process mapping – define functional and non–functional requirements and document existing and future business processes– The complete system replacement, ensuring compliance with federal and state procurement requirements– Support the development of federally required planning documents to secure project funding.– Provide governance, stakeholder coordination, and project oversight to ensure Pre–DDI activities stay on track– Identify and address potential risks associated with system modernization
