(1) Vendor needs to provide GIS mapping and demographic services. - To assist in drawing attendance area lines for our schools. The process would include conducting a demographic study and analysis of the current student population of the District, as well as providing a projection of enrollment for the next five years- Consultants who respond to this RFP will have extensive experience, a knowledgeable background, and possess qualifications to perform the following services:1. Conduct demographic study and analysis of current student population. Data for analysis includes, but may not be limited to, Student ID, grade level, gender, race, ethnicity, meal status, special education status, and ELL status.2. Provide plans or recommendations for each school attendance zone based on the demographic study.3. Provide 5 to 7 scenarios following our District Guiding Criteria (an example can be found in Appendix A) for use by the school attendance area committee.4. Provide enrollment projections for the next five years, by year, grade, and school, including socio-economic / ethnic characteristics / gender of students, taking into consideration actual enrollment history and area private schools.5. Evaluate actual enrollment vs. projected enrollment and make adjustments to projections based on the outcome of the study.6. Provide analysis of student transfers and retention by socio-economic / ethnic / gender characteristics of students.7. Be available to provide information upon request in a timely manner.8. Facilitate meetings to provide feedback on scenarios and any data used or created. It is anticipated there will be 5-7 committee meetings, 2-4 public forums, and a Board of Education meeting.9. Create web-based maps for District to display to parents and the public indicating the new attendance boundaries.10. Upon completion of the project, provide agency files to District.11. Inclusion of other appropriate factors as identified by demographer in connection with District.12. Provide detailed itemized list of costs for the project, including printing and travel costs.13. Provide the official written description on the changes to the attendance areas at the completion of the project.• Utilize the expertise of GIS Consulting Services to assist District in redrawing school attendance areas as we add a new elementary school, which is scheduled to open for the 2025-2026 school year.• Conduct "what if" scenarios for enrollment planning, to best serve the educational needs of our community.• Use the power of GIS to assist in enrollment planning to determine where attendance areas for our current schools should change in order to balance student demographic populations and maximize student achievement.• Define school attendance area lines with 100% accuracy, facilitating both visual mapping for verification/validation and database-level verification reports.• Provide the written description of the attendance area changes/adjustments to the District at the completion of the work.• Provide analysis of possible students to actual attending and establish a report of families making other educational choices.(2) All questions must be submitted no later than October 4, 2023.
