[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide legislative lobbyist services to the government authority located in Missoula, MT.
- Act as the County representative to the State Legislature and lobby on behalf of the county on topics including but not limited to:
- Land use laws and regulations;
- Public health, health and behavioral health programs;
- Natural resource management;
- Elections;
- Revenue and appropriations;
- Community and economic development;
- Roads and transportation;
- Law enforcement, adult and juvenile justice, community corrections;
- Employee and workplace management
- Advise and assist county officials with planning, preparing and implementing legislative strategies to accomplish county goals and objectives during the legislative and interim sessions.
- Identify state legislation and legislative proposals that may impact the county.
- Identify state regulatory changes that may impact the county.
- Work with the county commission, chief administrative officer and other county staff to develop positions on relevant legislation.
- Provide assistance to the county commissioners and chief administrative officer in arranging lobbying visits to Helena to ensure productive meetings.
- Draft legislation and amendments as necessary
- Lobby for the county’s position on legislation and regulatory matters of interest, including but not limited to:
- Directing contact and communication with state legislators and staff on behalf of the county;
- Directing contact and communication with state agencies on behalf of the county;
- Directing contact and communication with other cities, counties and special districts on behalf of the county,
- Maintaining close working relationships with chief administrative officer on key issues and legislative committee activity during the legislative session;
- Providing briefings in person and virtually and periodically as requested to the commission and chief administrative officer on key issues, legislative committee and legislative session status.
(2) All the questions must be submitted no later than April 29, 2022.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office premises.
