Government Authority located in Montana; USA based organization looking for expert vendor for rangeland health and proper functioning condition services.
[A] Budget: Looking for proposal
[B] Scope of Service:
Vendor needs to provide rangeland health and proper functioning condition services to the government authority located in Montana.
- The field crew must have one soils/vegetation specialist, one wildlife biologist, and one hydrologist for each rangeland health assessment. At a minimum the field crew must have one soils/vegetation specialists, and either one wildlife biologist or one hydrologist for each terrestrial trend monitoring site. At a minimum for the lentic and lotic riparian assessments there must be one journeyman level hydrologist and one vegetation specialist. At least one person must have attended Assessment, Inventory, and Monitoring (AIM) Terrestrial Field Methods training, Interpreting and Measuring Indicators of Rangeland Health (IIRH) training, and Proper Functioning Condition (PFC) training. Formal training for lotic PFC must include a certificate of completion from a full 3-day course or proof of journey level experience conducting PFC. If these trainings are not available due to extraordinary circumstances, there is a potential for the BLM to waive the training requirement if the personnel have equivalent training and experience. The contractor will need to provide detailed resumes on each personnel, explaining training and experience. It is highly preferred that the ID team members have experience in Northern Rocky Mountain Montane Forest and Shrubland/Grassland, and Inter-Mountain Sagebrush Steppe vegetation types. Dominant Major Land Resource Areas are Central Rocky Mountains (43B), Brown Glaciated Plain (52), and Norther Rocky Mountain Valleys (44). If key personnel specialists change throughout the contract, new proposed specialist will need to be approved by the Contracting Officers Representative (COR) prior to being assigned to work on the contract.
