Government Authority located in Montana; USA based organization looking for expert vendor for fire protection assessment information system.
[A] Budget: Looking for Proposal
[B] Scope of Service:
Vendor needs to provide development of a fire protection assessment information needs a geospatially enabled, browser-based, information system to compare with and update existing application data to determine the amount of fee assessed per land owner,
- The system must be browser-based and conform to the current technology stack employed: Java, HTML5, Java Script, Spring Frameworks, Maven, GIT, Other languages, frameworks or dependencies must be approved prior to use,
- The system must keep and track data for all parcels assessed for fire protection,
- The system must provide for role assignments for end users,
- The system must authenticate users with active directory,
- The system must archive data annually into a server space with proper naming convention automatically,
- The system must have the ability to open multiple windows for landowners and other attributes, allowing the user to be able to complete proper edits regarding data,
- The system must have help features built in,
- The system will track download information such as date, number of records,
- The system must be modular in design so that distinct aspects of the system can be updated or modified without having to update the entire system,
- The system must have the ability to lock down a county or individual parcel when there is another user updating the data,
- System must allow users to enter new parcels into the system for assessment, even if they are not included in the download, system will offer parcel geocode assignment suggestions adhering to the township, section, and range geocode numbering system,
- The system will allow the system administrator to import data,
- The system must provide data import failure indication with as much detail as possible,
- The system must have the ability for the user to import any data attributes from the download into the system and report building,
- The system will have the ability to download the centrally assessed data and indicate a centrally assessed parcel and combine all centrally assessed parcels,
- The system must present the data differences in a to-do list that is highly customizable with sorting and filtering abilities,
- The system will be able to display possible missing parcel, parcel combinations and splits into user friendly displays.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
