Government Authority located in Montana; USA based organization looking for expert vendor for pay-by cell parking solution.
[A] Budget: Looking for proposal
[B] Scope of Service:
(1) Vendor needs to provide pay-by cell parking solution.
• Create an account and park immediately at the time purchase.
• Ability for customer to pay for a specified period of parking time through a single call or action.
• Must have the ability to interface with Civic Smart LNG single space meters (SSM) and back office software PEMS (Parking Enterprise Management System).
• When using pay by cell app, the vendor must send the transaction to Civic Smart’s PEMS system within 10 seconds so that the paid status can be upgraded on the meter.
• No set up fee costs. Vendor provides all signage and decals at no cost to the City.
• Option available for expiry alerts at a predetermined time.
• Ability to extend parking time from anywhere.
• Payment through multiple options including IOS and Android applications, website and phone numbers.
• Accepts debit and credit cards excluding American Express.
• Allows for purchasing additional time to maximum time allowed.
• Prohibits purchases during free parking periods.
• Ability for merchants to validate their customer’s parking or other creative ideas to enhance the overall customer/neighborhood business experience.
• Option to add multiple license plates to an account.
• Provide easy to use enforcement tools/equipment.
• Receive transaction receipts through email or text message.
• The system meets PCI Compliance requirements.
• The system utilizes the City’s merchant account and credit card processor.
• Customer receives immediate notification if their card is declined.
• Ability for customer to use different cards if initial card transaction is declined.
• Capability to use Android Pay, Apple Pay, etc.
• System is capable of being branded for the City.
• Convenience fee per transaction option.
• Availability of Customer Service 24 hours a day, 7 days a week.
• Provide an Education and Marketing Plan for the public for no additional fee.
(2) Contract period will be for one year.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office premises.
