(1) Vendor needs to provide crisis information management software. – A local and county–centric organizational system supported by state, non–profit, for–profit and federal organizations.– To facilitate this support to locals, the State is soliciting a new Common Operating Picture (COP) Crisis Information Management System.– Incident Use Cases:• Situation Reporting (SitRep) and Common Operating Picture (COP) development providing details of operations in multiple jurisdictions and other data vital to the efficient management of any contingency.• Single portal access for State users, local jurisdiction personnel, and Emergency Support Function (ESF) users throughout the state.• Resource request management including receipt, unique numbering, tracking from mobilization to demobilization, and comprehensive, real–time status display of all incident resource requests.• Duty Officer reporting of significant incidents.• Community Points of Distribution (CPOD) management and tracking.• Emergency warehouse inventory management.• Incident Action Plan development• Push notifications.• Damage Assessments.– Day–to–Day Use Cases:• Status Displays of Community Lifelines Status, weather systems, and ongoing events.• Records/documents management of emergency plans, forms, and incident related financial data.• Training sandbox to allow training and exercises on the CIMS.
