(1) Vendor needs to provide statewide rural needs planning study service to the government authority located in Montana.• Conduct a comprehensive assessment of the current unmet transit needs in the rural areas of that have restricted access to essential quality–of–life services and activities such as healthcare, legal services, and grocery shopping due to geographic isolation and lack of sufficient public transportation.• Develop a comprehensive Study that documents and will include an assessment of transit agencies in city; development of needs, goals, and objectives; data collection, research, and analysis of local, regional, and intercity transit strengths and weaknesses through adequate outreach in multiple forms.• Develop a recommendation by determining the potential for increasing coordination among public transportation providers, and other human service transportation agencies
