Government Authority located in Montana; USA based organization looking for expert vendor for human resources compensation consultant service.
[A] Budget: Looking for Proposals
[B] Scope of Service:
Vendor needs to provide human resources compensation consultant service to support their market-based, pay-for-performance compensation program to the government authority located in Montana.
- This involves working with and advising senior human resources analyst on compensation structure and practices as well as performing compensation level assessments for new or reorganized positions to ensure market competitiveness.  
1. Compensation Consulting Services.
- Compensation consulting should be based on consultant’s own compensation surveys, as well as access to other compensation surveys, of base salary (to include all cash compensation) and incentive compensation. consultant is to present to agency an analysis and recommendation for appropriate agency compensation, based on market data.
- By the beginning of September of each year (with the exception of 2022 when it will be required by early October) for annual budget planning, agency requires consultant’s recommendations regarding annual pay-range movement and merit budget, with comparison to workers’ compensation insurers, and the property or casualty insurance industry as a whole.
- Consultant must have the ability to advise on department and reporting structures and job titles and may be asked to assist with succession assessments and planning as requested and needed.
2. Compensation Survey Information.
- Consultant must provide property and casualty insurer compensation survey information that has been gathered and compiled within the preceding 12 months, for requested positions. Agency prefers that consultant also has workers’ compensation survey information. Survey information and data must be segregated based on the location, size of the organization, and type of insurer.
3. Compensation Market Trends.
- Provide compensation analysis and consulting expertise to advise on compensation trends and provide direction that maintains competitive market-based, pay-for-performance compensation program relative to the insurance industry in general, and property and casualty insurers specifically.  If available, consultant should provide the same information for the workers’ compensation industry specifically.
4. Salary Data and Information.
- Provide salary data/information for all positions at agency upon request. Agency may request a benefits survey. If agency elects to have consultant perform a benefits survey, a detailed scope of work and pricing will be agreed upon by the parties. Survey results must be provided based on business and compensation market as defined above in background information.
5. Specific Advice, Information and Consultation.
- As requested, provide advice and support for current position structure reviews, general compensation advice, review of new and revised position job grade placements, review and comparison of job descriptions, input and guidance on compensation program structure, guidelines and policies and advice on general and specific compensation levels for comparative positions in the industry.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
